Inhaltsangabe:Zusammenfassung: Meine Arbeit befasst sich mit Landminen, einer grausamen Hinterlassenschaft bewaffneter Konflikte. Es werden sowohl gegenwärtige als auch in Zukunft möglich erscheinende Lösungsansätze – unter Vernachlässigung tatsächlicher Durchführbarkeit – zu Einzelbereichen der Landminenproblematik beschrieben. Ein Schwerpunkt der Arbeit zeigt die Methoden zur Detektion und Beseitigung bereits verlegter Landminen. Auf die von anderer Seite ergriffenen Maßnahmen zur Verhinderung der Verbreitung von weiteren Landminen wird nebenbei eingegangen. Ein Teil der Arbeit versucht die Komplexität der Thematik zu beschreiben, mit der Absicht, diese möglichst vollständig darzustellen. Es gilt hervorzuheben dass dem Problem als solchem kein einfaches Ursache-Wirkung Schema zu Grunde liegt, im Gegenteil zeigt sich bei genauer Betrachtung die vielseitige Verflechtung unterschiedlicher nationaler und internationaler Interessen; selbst die geleistete Hilfe ist nicht in allen Fällen jedem Verdacht erhaben, da heutzutage Hilfe als Bestandteil eines internationalen Business zum Teil kontrovers diskutiert wird (als Beispiel sei hier die Diskussion über den Missbrauch der Spendenbereitschaft nach der Tsunami-Katastrophe zu Beginn des Jahres 2005 genannt). Damit ist gemeint, dass die Motivation von Staaten und Organisationen, sich des Problems anzunehmen, nicht zwingend auf eine altruistische Grundhaltung zurückzuführen ist. Am Anfang steht die Entwicklungsgeschichte der Mine und deren Klassifizierung unter besonderer Berücksichtung der Entwicklung in Deutschland. Anschließend werden die sozioökonomischen und personenbezogenen Auswirkungen beleuchtet. Danach findet sich eine ausführliche Dokumentation zum Stand der Bemühungen zur Ächtung der Landminen auf internationaler Ebene. Schließlich beschreibe ich Hilfsmaßnahmen und bisherige Wege zur Beseitigung von Landminen. In einer Zusammenfassung wird ein Fazit zum Stand der Dinge gezogen. Der zweite Teil der Arbeit befasst sich hauptsächlich mit Vorschlägen zur Verbesserung des Minenräumprozesses. In Ahnlehnung an die geltenden Schwerpunkte der Internationalen Mine Action Standards schlage ich erweiternde und ergänzende Maßnahmen vor. Anhand einer detaillierten Analyse wird untersucht, an welcher Stelle, mit welchem Ziel und mit welchen Mitteln in diesen Prozess eingegriffen werden kann.
